It probably means that the port is in blocking mode due to Spanning
Tree.

Check the output of show spanning-tree on both switches

Tp prove, during a maintenance window disconnect the fibre from GI 1/1
and after spanning tree topology change completes the LED for GI 2/1
on the second switch should go green.

If you want to use both links simultaneously then create a port
channel and config both GE interfaces to be a member of the port
channel.
