Outbound priority queing on Ethernet interface



I have a 2800.
As soon as my outgoing interface host 8Mb I want to put SMTP and FTP in a
low priorty que.
How do I do this?
I did de priority queing allready, but I though I had to do traffic shaping.
But that does not work...
