AS5400 configuration help

I'm trying to setup an AS5400 for in/out modem/ISDN access, firstly I'd
just like to configure for modem access, but when I dial into it I get
the following output (debug isdn q931, isdn error & spe modem
errors)...The dialing modem just keeps whistling then responds with 'no
carrier'
