H.323 and SIP

Hi all,
I'm new to H.323 and SIP. I read a VoIP book(written by local language)
mentioning that unlike H.323, SIP is an application layer protocol at OSI
model, so SIP is able to transport data through TCP and UDP.
What about H.323? Can't H.323 transport data through TCP and UDP?
As far as I know, H.323 uses some TCP ports to transport data, doesn't it?
