Before, when the xerox tech was called to the scene... You could hear
the modem dialing but throughout the tone of the numbers the dialtone
continued.... Now it is able to call locally but unable to dial all

Your automated voice system may be reducing the level of touchtones from
the modem. The replacement card probably has higher-level tones. It
now works for in-plant calls but the tone level is still not high enough
to activate the tone detectors when making an outside call.
Unless the modem has a level adjustment for outgoing tones, you can keep
replacing it until you get one with sufficient level for your
switchboard and/or phone company.
