In Device Manager/ViewDevices by Type - there is no category "pci
communications device" and going through everything line by line, no
pci communications device mentioned.

Does anything show under the "Other Devices" catagory?
If the modem is listed in device manager, does it have an option to assign
it to a port? You may have to disable the serial ports on your
motherboard to be able to use a particular assignment.
This is a really common issue - many people fail to disable a serial port
(in the motherboards BIOS settings) to free up the required resources for an
internal modem. If the right inf is being used for the modem, then this is
the likely suspect.
