The error still points to incorrect drivers, despite what you have
seen in modem properties, I assume from the control panel. Did you
check device manager? Any yellow exclamation points there?

When you wipe a machine and do a clean windows install, it is very
common for drivers to be needed for modems, especially PCI software
based modems.

Do you hear the modem dial, connect and try to handshake?

If you need drivers, then you'll have to figure out what modem you
have. If you have no documentation or disks, then you can try Everest
and see if it tells you anything about it.
