Modem disables the phone line.

I just put a U.S. Robotics 5686 exteranl modem on a customers computer. It
seemed to work fine for a week, and now the customer called and complained
that the modem wasn't working and his phone lines quit working until he
disconnected the modem from the phone line. He tried unplugging the modem
for a while, hopeing for a reset, but still doesn't work.
Anyone have any ideas? he Modem was brand new in the box when I installed
it. Yes it is an external.
So basically it sounds like the modem is taking the phone line off the hook
and leaving it off the hook.
