If you go to http://www.help.rr.com/HMSLogic/tutorial_index.aspx
there are instructions for configuring Netscape and Outlook as news
readers, so I believe the ansswer is "yes".

Also, pinging news-server.nyroc.rr.com succeeds.

I assume there are regional news servers depending on your location.
