Calling party Information element

I am currently trying to troubleshoot an issue where i dont get the
calling party
information element in the q.931. What could be the reason why i dont
get this
number some times. The telephone numbers that i have are toll numbers.

Could the customer be blocking the calling party number or is it the
local exchange
removing this information?
