Linux CAPI user permissions

Hi,

I could not find any information about how CAPI applications
communicate with the kernel mode part of the CAPI. There seems not to
be a device file.

So is it actually possible to set permissions to use the CAPI? Or is
it handled in a way like ethernet cards?
