Right, Borland released InterBase 6.0 source for a brief period in 2000. Then they quickly reversed that policy and went back to the old licensing model per server & per user.

It is offered under the "InterBase Public License" which if I recall correctly is similar to the Mozilla Public License. So it's open-source and free. Click the "IPL Licence" link under General Information at www.ibphoenix.com to get the full details.
Like many open source projects, they also produce a CD and book, which are not free.
