Using SQL for this kind of job is insane. And I am an SQL fanatic.

Years ago, I did a consulting job at Southern California Edison. They
were considering putting a labor relations library on a DB2. The
library was a collection of labor laws, contracts, court decisions,
etc. I recommend ZyIndex and an optical drive (they already had
scanners in another part of the company). Zyindex looked like
Lexis/WestLaw so the lawyers could use it directly -- no expensive
progammers. DBAs, etc.

To give you an idea of the differences, the question they were acting
on was "What is a restaurant meal?" The Union contract said that
linemen would be reimbursed for a "restaurant meal" when they traveled
to work. There are a lot of line shacks in the middle of nowhere; they
have a microwave, frig, and a load of TV dinners. The Union was
arguing that TV dinners are not the equivalent of a "restaurant meal".

Now write an SQL query to find the definition in Federal and Strate law
of a "restaurant meal". I saved them over $500,000 the first year and
a bit more than that for every year after.
