Can I create a free standing application that can be run on multiple
computers and access/change the same database(s) without buying
multiple licenses?
Yes, the run-time can be distributed freely. The development
system can not.
Is there a similarity to dBase code or am I kidding myself?
Yes, but there has been much more added. VFP is object-oriented.

That is up to you.
Does Foxpro sound like a good choice for me or could someone recommend
something better/cheaper?
Yes. There are a lot of DBMSs out there. Without knowing your
requirements in detail, how could anyone answer for you?
