Check your ASE configuration parameter "enable xact coordination".
If it is set to 1, it might be treating the RPC call as a part of ASTC
and so it is waiting for some type of response from the remote server.

Also compare your ASE "cis" related configuration parameters on
the three servers.

Thanks, it turns out, the 12.5.3 servers that did have working RPC
calls to 11.9.2 servers had "cis rpc handling" turned on. And the rpc
calls failed when it was turned off. This is a problem that will
resolve itself as we continue to migrate all our 11.9.2 servers to
12.5.4 over the next 6 months (and we will have "cis rpc handling"
turned off).
