I think the main issue is that the NOT WITH version had been the official
Pick method for nigh on 20 years previous and some clown went and changed
it. leaving programmers wondering why a lot of their Procs were going wrong
and users bewildered as to why their ENGLISH queries were failing. Since
another 20 years have now gone by people have got used to WITH NOT despite
the fact that it may be mathematically correct but it is not natural ENGLISH
which is what the language was designed to be. I must admit that I am
bewildered as to how Dick ever managed to register ENGLISH as a trade
name/mark or whatever.
As for WITH NO this is the first time I have ever heard of it however I find
that it is documented as being equivalent to # or ne '' or not.
Unfortunately I no longer have my early Reality manuals so I assume that it
was always there just never used by anyone I worked with.

I have a horrible suspicion that the person that changed the syntax of
the English/Access/Recall statement from "NOT WITH" to "WITH NOT" around
the time of Open Architecture/Advanced Pick has been let loose as a
teacher. As most of these issues fall into the category of pedantic
claptrap with no thought for the user.
