We have a saying around here:
We don't need carrots, we want lettuce, aka the green stuff.
This is in reference to situations where people promise purchase of
immense numbers of licenses/hours for X if only we perform some
long-term pro-bono work for them in advance. Been there, done that,
zero returns, no thanks, good night.
