I think the basic question is what you want to do with this. It
sounds like you want to buy a license to modify and sell a branded
version of someone else's base application.

(I know Peter (the OP) understands most or all of this but I'll spell
it out to set the base understanding.)

MV VARs sell a license to use their software on a single server, at a
single site, or for any sites within a given company. And for many
applications the source is included, however this is not "Open
Source". The license frequently will expressly forbid moving the
software anywhere else, but does not prohibit the end-user from
modifying the source themselves, and usually does not require
modifications to be sent back to the VAR. The problem here is when
the VAR distributes v2 of the software which is no longer compatible
with v1+custom_mods.

A developer will not customarily sell his application outright to
another party, along with a license to modify and sell it. We've seen
how this turns into a real mess just within a couple years, with bad
feelings between companies, end-users who can't get anyone to support
their customized code, source missing, and other nightmarish issues.

If you can clarify your business model, as a user or reseller, and
what you'd like to do with the software overall, you'll probably find
a number of developers eager to provide whatever you want, provided
the long-term benefits are equitable.

FWIW, I've just been made aware of another company outside the USA who
might have software to satisfy your needs - but you need to clarify
your goals just a bit more.
