I think the OP wants more than just a timeout - he wants to check that the
user isn't actually doing anything (I think by checking that there are no
locks).

I don't know D3 but I guess it's possible to write such a utility, which I
presume could run as a phantom and therefore not take a licence itself.

I'm sure it's also reasonably easy to put together. Not sure if he's
asking how to do it, of if he's looking for some consultancy to have the
utility writtten for him though.
