Any other ideas?

Install the free WireShark network monitor on the server & a workstation,
and capture all of the packet communications. After some digging, you'll
probably see where the delays are coming from.

Here's an old post that might help. Note that it is mainly for non-SQL traffic,
but it should still apply here.
