Cannot Write To File Part II

I installed version 10 on another PC that has never had any version and
I cannot change any form or create and
save a new form using version 10 and continuously get the above message.
I've changed the BDE configuration deleted any .lck and .net files yet the
problem persists.
I'm running Windows 2000 Pro in both instances.
Any suggestions??
