Why would anyone be applying the 10.2.0.3 patchset when 10.2.0.4 has
been available for so long?

10.2.0.5 is supposed to be "out soon" ...

Let me guess you are running oracle on windows and don't have a static
ip address or you haven't configured the loopback adaptor or your
listener is not running?
The reason for applying the 10.2.0.3 patch was to coincide w/ our
client's database.
The IP is static and the listner and the service is running (thats
what the Service Manager is displaying). The instance is not starting
up.

Here's your hint from the alert.log:

ORA-00704: bootstrap process failure
ORA-39700: database must be opened with UPGRADE option

You can use the Database Upgrade Assistant to handle this for you. (look
under oracle 10g , configuration and migration tools )
