11g database controle - missing section Users & Privileges from schema section

Hello ,
referring to this section:

on the Schema tab - upper right section "Users & Privileges" is
missing
When I'm logging in with user SYSTEM , I do not see the section Users
& Privileges in the schema section.
has user SYSTEM insufficient privilege after installation?
