Oracle RAC, and reboots

We bounced servers, and it seems like ASM comes up on reboots, but db
instances do not. Is this expected behavior? The db is registered with
crs. Any place to look to troubleshoot this?

srvctl status database -d BMRAC
Instance BMRAC1 is running on node lsbcmdbp01
Instance BMRAC2 is running on node lsbcmdbp02

........
We run Oracle 9iR2,10gR1/2 on RH4/RH3 and Solaris 10 (Sparc)
remove NSPAM to email
.
