Yes, U r correct that it is important to attack the root cause.
Temporarily we have created a rman catalog on a 10.2.0.3 database
I read the post earlier that we could call Oracle who would be able to
fix this with the help of a patch however we do not want to go that
route since the same database is being used by 16 other databases for
rman catalog
Have you verified that this catalog database isn't running short on
space?
