I can't connect remote oracle server in OCI program..

I programed with OCI base C Language.

OCIServerAttach( srvhp,errhp,(OraText *) "192.10.10.1:1521:ora9i",
(sb4) strlen((char *)cstring), OCI_DEFAULT))

But, I can't connect oracle server.

Is it correct?

How can I connect remote oracle server with OCI ?
