Doug you for one have been honest in this thread. Some of the people
responding here claim vast knowledge and experience in oracle and
plsql. From my point of view, people that are highly skilled don't
need to advertise it.
Instead of the posturing perhaps more relevant and effective advice is
to give you a couple of references.
As far as PLSQL goes and it's place in oracle processing I recommend
Tom Kyte's book Effective Oracle by Design. It is slightly dated but
still very good. Particularly relevant to what you may want to
concentrate on is Chapter 8 and Chapter 9 but the whole book is very
good.
Tom's new book "Expert Oracle Database Architecture" is also highly
recommended as well as the Oracle concepts manual ( available free
from http://tahiti.oracle.com ).
