ORACLE_SID set to 'A' in both cases

Being logged in as oracle works in both cases.

Have checked /tmp and /var/tmp permissions (777)

Have checked environment variables related to oracle: the only differences are
CLASSPATH and ORA_NLS which are defined when oracle and not as other user.

Changing ORACLE_HOME protections to 755 does not help.

Joining to dba/oracle group does not help.

I suppose it is some kind of file permission but have no idea.
