single Oracle client connecting to databases with different language settings

Hello,
Does anyone know if the following scenario is possible?
1. Separate databases each with a different language setting (for
example, English in one database and Japanese in another).
2. A single Oracle client installation on a WS2003 terminal server.
3. Users of all the databases connect to the same terminal server to
access their database, with concurrent connections possible.
Is there a way to manage the language setting of the Oracle client on a
per user connection so that the correct language setting will be
applied depending on the database that the user connects to? In other
words, an English-language user will have their Oracle client language
set to English while the Japanese-language user will have their Oracle
client language set to Japanese all on the same machine on concurrent
connections.
I know that the NLS_LANG setting for the Oracle client on the WS2003
terminal server is in the HKEY\Local_Machine node, but is there a way
to change this to the HKEY\Current_User node? Or alternatively, is
there a universal language setting that will cover most, if not all,
languages (e.g., English, Japanese, French, etc.)?
Also, the Oracle version is 9i.
