ORA-06413 when connecting Ora 9.2 from Win XP x64

I have a need to connect a Windows XP x64 computer to an older Oracle
data base (8.0.5 on OpenVMS). I can install the 9.2 client on the
computer, however when it tries to test the connection, it generates
the ORA-06413 error. According to MetaLink, this can be caused by the
x64 OS placing all 32-bit applications in folders under ...\Program
Files (x86)\... which Oracle cannot handle. It expects the executables
to be in a path without special characters such as parantheses.
However, the Oracle home is on the D: drive in the otherwise usual
path. I did notice that even though I specified a different drive, some
of the Oracle components still ended up on the (x86) directory.
I can use 9.2 on WinXP (32 bit) and connect to the data base without
problems.
Any thoughts on how to resolve this are appreciated.
