The stupid thing is that the tools are 32-bit; it's only the Setup that
is 64-bit.

Mgmt Studio Express is a stripped down version of Mgmt Studio that
lacks support for features not in Express. I don't think your developers
will like that one.

I think your options are:
1) Download 32-bit version from MSDN if you have a subscription.
2) Call your local Microsoft office and explain your predicament.
3) Cough up 50$ for a copy of 32-bit Developer Edition, although I don't
know how good this is license-wise. But you should have the license
through you 64-bit server anwyay.
