Rather than purchase the runtime or Access 2003, would you be better to upgrade to Access 2007?
That way you can distribute the runtime without having to buy it:

I'd like to distribute an application developed in MS Access 2003.
I've looked at the MS web site and it says although the ability to
distribute is included with MS Office Retail, you still need to
purchase a licence, yet it provides no links.. It also says that you
need developer extensions to package it, but still no link! .Overall,
I'm a bit confused and am wondering if anyone can set me on the right
track.
