You are aware that you can start your Access with the Switch " /runtime " ?
The behavior should be the same as the runtime version.

You need to create a shortcut to Access on your desktop and edit the
properties to something like this :

"C:\FullPathToAccess\MSACCESS.EXE" /runtime
C:\FullPathToYourDatabase\YourDatabase.mdb"
