You might want to try MS's Windows Installer Cleanup utility (see
http://support.microsoft.com/kb/290301) to get rid of any other traces
of Access in the registry..

I'm assuming that the version of Office the user has does not include
Access.
What version of Office is it? What version of Access? Are you trying
to install Access from the original media (i.e. a standalone copy of
Access setup disk) or are you trying to add it using a copy of Office
that includes Access?
