Why is tab control always transparent in Access 2007

My app uses a tab control created in Access 97 and converted to Access
2000 format for clients who have Access 2000, 2003 and 2007. Being
created in 97, the control does not have a BackStyle=transparent
property. When opened in 2003, the backstyle is Normal (opaque). When
opened in 2007, the backstyle is still Normal, but the control is
transparent. If I open the form in design view in A2007, the backstyle
property is Normal, but the control is transparent. Nothing I do can
make it opaque. If I add a new form to the db, and add a new tab
control, this too is transparent, and although I can change the
backstyle property, I can't make the control opaque. If I create a new
database, it works fine.
In design view in A2003, the control is opaque, as it should be.
I don't want to have to recreate the forms in A2007 just for this.
Anyone have any ideas what is going on?
