Developers create an install package, which usually puts all the
files (the application, the help, and scripts) into an archive.

The installation script will set all parameters correctly,
including file attributes, registry entries, etc.

When Access opens, it needs to create/modify a .ldb file with
the same path and file name as the .mdb. If it cannot, it will
say that the database is exclusively opened by another user. I
suspect that an error message exists in Access which reads
"Cannot create or open the .ldb" which will get shown when
something completely different is the real problem.

The .mdb must exist on a read-write drive where every user has
read/write/create rights to the location where the .mdb
exists. A CD, even if RW, will not allow modify, but fakes it
by rewriting the entire file. Access refuses to accept this
fakery.
