User profiles are stored in the same location on Terminal Server as
in other versions of windows, on the system drive under Documents
and Settings. There are several environment variables to choose from
for finding the user's home profile location (which could also be on
a file server, as well, if the domain is configured that way).

That's the only place you should be deploying files, Terminal Server
or not. Anything else is going to be dependent on your users having
administrative permissions, or on setting custom user-level
permissions on your chosen location.
