Aligning text in the Detail with lines drawn in the Header

Hi Everybody,
I'm experiencing a weird behavior in a Report and was wondering if
you've encountered it or know how to combat it. I just have 2 fields
in the Detail section, "ReportDate" and "Progress."
In the Page Header, I've recreated a form that, traditionally, has been
filled out by hand. The form contains 27 horizontal lines spaced
evenly apart.
I'm trying to set the Line Spacing of the Progress field so that the
text prints out perfectly above each line. Progress is a memo, so text
will wrap to different lines.
Here is what's happening: The text does not line up perfectly, but
it's not a product of the line spacing, because sometimes the text is
placed a little closer to the underlying line, and sometimes the text
is placed a little further above the line--the lines are perfectly
spaced.
A possible workaround would be to add a line only under the detail
record, so each record will have a line directly underneath. But, I
was wanting all the other lines (blank) to print as well.
