It's the Microsoft web interface for newsgroup access. Perfect for all
those who insist on cloaking any information relative to their ISP, IP
address or version of Outlook or Outlook Express in use. Most users
post to that interface and then fail to provide any information. It's
a collecting place for new users and old hands who wish to "spoof"
addresses to ensure anonymity.
