In Regedit find the key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
Right click on the Run Key and pick Permissions, Standard permissions dialog appears.
Assumes: WinNT, Win2K, WinXP, while logged in as an admin level user
