I'm pretty sure you still need a MS compiler to build Ingres on Windows.
The build process also uses unix-like tools for which you can use either
MKS Toolkit or Cygwin. I think that's what the references to Cygwin in
the INSTALL.WIN doc refer to. I don't think you can build Ingres with
just Cygwin and GCC.

The notes are pretty clear that you need the MS tools if you want to build
the .NET stuff. I hope there is no other good reason why the MS compiler
would be essential. I think it's worth a shot if only to rule out the
possibility of using other compilers.

A first glance at %ING_ROOT%\src\tools\port\jam\bldenv.bat shows that much
slashing and burning will be required if I am going to find out how well gcc
can replace cl. No quick wins there.
