You're not. You're interested in the added-value data, whatever that
may be (I can't think of any), and you need a way to accurately
describe to the party on the other side which message you're
interested in. Why would any agency have an intrinsic interest in
your SSN? It's still servicing a need.
So that still leaves the question *why* these email messages need to
be uniquely identified. I have my hypothetical added-value data but
that's not too strong a case since I can't think of any real-life
added-value data that I would be interested in. I'm curious what
reason the OP has for wanting to uniquely identify emails, but if you
take it as a given that there's a need to do so, generating a key for
all messages that pass through the system seems like a good enough
approach for his circumstances.
That still doesn't address the potential problem of the sequence running
dry or wrapping around and introducing duplicates, though.
