Required Qualifications
- A four year undergraduate University Degree in Computer Science or
Business or equivalent combination of education and experience.
- Minimum of 5 years in the Information Technology field including 4
years of systems analysis, with a minimum of two years in RDMS
preferably Ingres, SQL-Server or Oracle
- Excellent knowledge of management information systems and proven skill
in system design, testing, implementation and evaluation of complex
computer systems.
- Working knowledge of database administration, development, and data
warehousing techniques.
- Demonstrated commitment to ongoing development and upgrading through
business, professional and technical courses preferably in data
warehouse concepts and techniques, relational database courses, system
development methodologies, multi-tier development and object oriented
programming.
- Proven skills in system design, testing, implementation and evaluation
of medium to large size computer systems.
- Extensive working knowledge of current programming, testing and
documentation techniques. Excellent knowledge of programming languages
such as Ingres 4GL, C, OpenROAD, ColdFusion, ASP.NET, and SQL, and
operating systems such as UNIX and Windows.
- Well developed analytical, problem solving and decision-making skills
to identify problems, determine possible solutions and select the
appropriate actions.
- Well developed verbal and written skills to effectively communicate
with technical and non-technical staff.
- Conducts presentations and meetings, and prepares all required
documentation and reports.
- Good planning and organizational skills to establish and adjust
priorities for themselves and others.
- Well developed interpersonal and leadership skills to work effectively
with a variety of people including staff, users and service agencies.
- Demonstrated ability to abstract and translate business requirements,
algorithm designs, and logical and physical data representations.


Job Description
- Independently performs analysis activities including system proposal,
user interviews, documentation, systems procedures, screen and report
layouts, file or database and program specifications. Acts as the key
analyst or designer for systems development, specifically on more
complex systems or subsystems.
- As database administrator, ensures effective operation of the
databases, given system limitations. Ensures data security and privacy,
access control, effective application and operating system interface,
and performs database tuning as required. Also analyses and installs
database systems with minimum disruption to system operations.
- Develops, writes and reviews database management procedures, technical
documentation and procedure manuals. Modifies procedures and
documentation as necessitated by changes to the system and program
requirements. Designs, develops and conducts ongoing training of
applications based on user needs.
- Designs, develops, tests, debugs and documents complex programs for
development and maintenance projects within assigned deadlines.
- Maintains current knowledge of all related products, technology,
programs and tools. Conducts research and analysis on feasibility of
products based on identified needs. Recommends appropriate course of
action.
- With minimal direction, resolves unusual situations that may occur
with interrelated systems or programs and determines the nature of the
problem, scope and priority. Develops, implements and documents the
solution.
