Ingres r3 on Win2003 + SP1

I have set up my own servers earlier in the year which include an ABF
environment and can compile and create images ok. The whole environment
works well. On setting up further servers recently I find Microsoft
have removed the version of .Net Framework and SDK I was using
previously and so I have installed .Net Framework 2. Originally I could
compile but not create an ABF executable as the file libc.lib was
missing. On investigating this I find that MS no longer ship this file,
however Ingres obviously needed to use it. I was advised by CA support
to remove the libc.lib entry in the files abfdyn.opt and abflnk.opt.
This appeared to work until during testing I tried (via my ABF app.) to
create and print a file - at this point the system failed with an
unhandled exception. I then tried to GO the app. but this failed - I
could not see the error as the screen cleared too quickly
These problems have undermined my confidence in the solution suggested
by CA
Has anyone out there already been down this path. I have had excellent
support from CA in past when working on a Unix platform but the support
for Windows is less then good.
