IBM does this with DB2 Express-C. Why not a similar version for IDS?
Chances are you want support for DB2.
Also DB2 Express C now comes with an option for subscription support like mySQL (i.e. you pay $$/year).
A company doesn't give away anything of value unless you expect that a good chunk of the users will someone come back and pay in some form or other.
