Alter Table in 9.4.FC8

We have an ALTER TABLE statement that will change VARCHAR(30,0) to VARCHAR(80,0), The table has 99M rows. When running a test it looks like it is altering every row, will it do this instead of the expected quick alter because we are changing the length of a varchar?
