Upgrading to version 10 ontape question

Is there a way to have version 10 of ontape read version 9.21 archives?
The Configuration Management (CM) people tried put failed. I just
assumed you couldn't do it so I never tried. The problem is that
production is 9.21 but we are testing 10 getting ready for the glorious
day that we upgrade to 10.0 UC4. So now inorder to restore a production
copy to our test system we have to down grade a test server restore the
9.21 and then re-upgrade the server. It would be OK if we didn't have 3
instances per test server running that had to be off line while we were
restoring the production servers which took 4 - 6 hours.
