Informix Licensing and Pricing Schemes.

I finally received a quote on buying new Informix software. It came attached with sticker shock.
Our setup is pretty simple. We have a PC loaded with Linux (Redhat 6.0). Our software was written using RDS and SE is the DB Engine.
When we started users were connected with Wyse terminals but now everyone telnets to the server to execute the program.
There is one developer, me. The software is mature enought that I rarely do any maintenance.
There are five employees who use the system. Occasionally there will be more than one login to the server. Max processes is probablly about nine.
When I first started with Informix I purchased SE, RDS and ISQL developer licenses. We were told that licensing was for use on one computer. When we opened another office a runtime license was purchased for that system. Seems pretty straightforward to me.
Now with this quote I'm told that I need a devloper license for each product (no problem there), but that I need a runtime license for EACH process that runs on the computer. That means nine runtimes of each. I'm the only one that uses ISQL so that one is a no brainer, but nine runtimes of SE and RDS?
The quote came to a little over $10k. That's $2k per user.
If I were running client server I could see buying runtimes for each computer. I purposely set things up so that we did not have to.
So, is my understanding of licensing wrong?
Frankly, for $10k I could convert the whole system to another database.
