How about simply prohibiting users from changing their password while
you're in development?

Excellent lateral thinking. In reality, people do seldom change their
passwords. Rather than telling them not to change their passwords,
I'll just handle the problem of resetting passwords for the minority
of people who have changed their passwords in the interim. For the
rest, they'll just be able to get in as normal.
It's not the most professional approach, but I think many clients
could live with it.
