Try using the Tab key to place the system focus where you want it to
be. Even if an item in your value list is highlighted, it might not
be the focus. Look at the OK button. If it has a little-square
within-the-button, then it has focus and will activate when you hit
Enter. Hit the Tab key and watch carefully: that little
square-within-the-button will vanish, and the Cancel button will have
it instead. Hit Tab again: Value List Name is highlighted; hit Tab
again: Values radio button choice is highlighted; no
square-within-the-button in both cases. That's where you want the
focus to be for entering custom values.
